VICE CHAIRMAN OF THE NATIONAL ASSEMBLY LE MINH HOAN WORKS WITH HATECO HAIPHONG INTERNATIONAL CONTAINER TERMINAL
On the afternoon of 29 November in Haiphong City, Member of the Party Central Committee and Vice Chairman of the National Assembly Le Minh Hoan, heading a Supervisory Delegation on the thematic review of “Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect,” conducted a field inspection and working session at Hateco Haiphong International Container Terminal in the Cat Hai Special Zone.
Vice Chairman of the National Assembly Le Minh Hoan, heading the Supervisory Delegation on the thematic oversight of “Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 entered into force,” conducted an on-site inspection at Hateco Haiphong International Container Terminal.
Attending the inspection and working session were Ta Dinh Thi, Vice Chairman of the Committee on Science, Technology and Environment; La Thanh Tan, Standing Deputy Head of the Haiphong City National Assembly Deputies’ Delegation; Le Cong Thanh, Deputy Minister of Natural Resources and Environment; Mr. Nguyen Van Tien, General Director of Hateco Haiphong International Container Terminal; together with members of the Supervisory Delegation.

At the working session, Vice Chairman Le Minh Hoan and members of the Delegation heard a report from the leadership of Hateco Haiphong International Container Terminal on the development of a deep-water seaport under the “green port – smart port” model; the port’s operating processes in the transport and distribution of goods; as well as plans for the collection and treatment of waste and dredged sludge in response to climate change and in order to reduce CO₂ emissions.
Reporting to the Delegation, General Director of Hateco Haiphong International Container Terminal Nguyen Van Tien noted that the terminal is one of the most modern deep-water seaports in Vietnam developed under the “green port – smart port” model, and the largest in scale in the northern region. With its strategic location in the Lach Huyen area of Haiphong, the port serves as a gateway directly connected to major international shipping routes.
Hateco Haiphong International Container Terminal is equipped with cutting-edge technologies in its port operation system, including STS cranes with an outreach of up to 24 rows of containers, an e-RTG system, the NAVIS N4 terminal operating system, Optical Character Recognition (OCR) technology, a 5G network and 24/7 CCTV monitoring, together with a fully automated gate system integrating OCR and RFID technologies to optimise productivity and ensure accuracy in the course of operations. By deploying these advanced technologies and software solutions, the terminal is able to optimise port management and operation, increase productivity, shorten vessel turnaround time, reduce truck turnaround time within the port area and curb CO₂ emissions.
The terminal also complies with stringent measures and procedures to protect the environment, including the use of clean, green energy sources; the collection and treatment of waste; regular monitoring and control of noise, dust, and air and water quality; and the monitoring of energy consumption. Automation and the application of information technology help to reduce waiting times and associated emissions.
In addition, within the framework of the working session, the leadership of Hateco Haiphong International Container Terminal provided further clarification to the Supervisory Delegation on the application of information technology, artificial intelligence, digital transformation and data integration to forecast weather and climate change and to address arising issues so as to ensure environmental safety in the surrounding area.

On behalf of the Supervisory Delegation, Vice Chairman of the National Assembly Le Minh Hoan commended the sense of responsibility and dedication demonstrated by the management and workforce of Hateco Port. Based on the reports presented and the modern facilities observed at Hateco Port, the Delegation clearly recognised the strong aspirations of Vietnamese enterprises: the aspiration to master technology and to integrate internationally, thereby contributing to a green and sustainable Vietnam.
He underlined that systems of automation, electrically powered equipment, solar energy, and real-time environmental monitoring are not merely pieces of machinery; they are also concrete proof of the determination that “we will not trade the environment for growth at any cost”, thus contributing to the implementation of the Party’s objective of sustainable development of the marine economy. This is the first private enterprise in Vietnam to invest in building a deep-water seaport under the “green port – smart port” model, enabling cargo from Vietnam to be shipped directly to the east and west coasts of the United States and to Europe without transhipment through a third country, in line with the spirit of Resolution 68-NQ/TW dated 4 May 2025 of the Politburo on the development of the private economy.

Emphasising that each pioneering enterprise is an important link in the national strategy for sustainable marine economic development, Vice Chairman of the National Assembly Le Minh Hoan expressed his hope that, in the time ahead, the Hateco container port complex will continue to step up and synchronously implement green solutions. In parallel, he urged the port to further invest in upgrading its wastewater treatment systems to meet high international standards, and to intensify the application of green technologies in order to limit emissions and reduce costs, thereby contributing to broader socio-economic development.

Vice Chairman of the National Assembly Le Minh Hoan underlined that the Politburo has issued Resolution No. 30-NQ/TW on socio-economic development and ensuring national defence and security in the Red River Delta region to 2030, with a vision to 2045. The Resolution sets the task of “building the Hai Phong – Quang Ninh area into a modern, internationally oriented marine economic centre, leading in Southeast Asia, serving as a gateway and driving force of the region” and of turning “Hai Phong City into a modern international logistics centre.”
Vice Chairman Le Minh Hoan expressed the hope that the leadership and workforce of Hateco Port will continue to uphold their pioneering role, discipline and spirit of innovation, and remain a “bright spot”, thereby contributing to making Hai Phong a modern logistics hub and the Hai Phong – Quang Ninh area a modern, internationally connected marine economic centre closely linked with other localities in the Red River Delta.

Furthermore, Vice Chairman of the National Assembly Le Minh Hoan expressed his expectation that Hateco Haiphong International Container Terminal would continue to orient its development in accordance with four pivotal Resolutions of the Politburo, namely: Resolution 57 on promoting science, technology and innovation; Resolution 59 on proactive and comprehensive international integration; Resolution 68 on strongly developing the private sector; and Resolution 66 on comprehensively renewing law-making and law enforcement.
He underlined that a consistent focus on these four key Resolutions would help consolidate Hateco’s position as one of the pioneering enterprises that inspire socio-economic development and contribute to ushering the country into a new era of outward-looking, sustainable growth.
