CHAIRMAN OF HAIPHONG PEOPLE’S COMMITTEE LE NGOC CHAU ENGAGES IN STRATEGIC WORKING SESSION WITH HATECO GROUP

Comrade Le Ngoc Chau, Chairman of the Hai Phong People’s Committee, conducted an inspection of operational activities at Berths 5 and 6 of the Lach Huyen port complex and held a working session with the leadership of Hateco Group.

On the morning of August 2, Comrade Le Ngoc Chau, Deputy Secretary of the City Party Committee and Chairman of the Hai Phong People’s Committee, conducted an on‑site inspection of operational activities at Berths 5 and 6 of the Lach Huyen port complex, followed by a high‑level working session with the leadership of Hateco Group Joint Stock Company. This engagement formed part of the city’s broader agenda to evaluate strategic infrastructure projects and align investment priorities with Hai Phong’s long‑term development trajectory.

Accompanying the Chairman were Comrade Le Trung Kien, Member of the Standing Committee of the City Party Committee and Head of the Economic Zone Authority; Comrade Tran Van Quan, Member of the City Party Committee and Vice Chairman of the People’s Committee; along with senior representatives from key municipal departments, agencies and relevant units.

During the session, Chairman of Hateco Group Tran Van Ky delivered a comprehensive report detailing the Lach Huyen Berth 5 and 6 project, which spans 73 hectares and represents a pivotal investment by the Group. The port is engineered to simultaneously accommodate two ultra large container vessels of up to 200,000 DWT, equivalent to 18,000 TEU, with a maximum vessel length of 400 meters. Following more than 30 months of intensive construction and over three million incident‑free working hours, the project achieved completion two months ahead of schedule – a testament to the Group’s execution capacity and commitment to operational excellence.

The Hateco Haiphong International Container Terminal (HHIT) welcomed its inaugural commercial vessel on February 6 and was officially inaugurated on April 5. As Vietnam’s first smart port, HHIT integrates automated entry and exit systems and semi‑automated berths, positioning it to receive the world’s largest container vessels and establish direct maritime routes to distant markets including the United States, Europe and India. Since commencing full operations, the terminal has demonstrated exceptional efficiency, achieving a handling rate of 30 containers per hour.

In his remarks, Chairman Tran Van Ky proposed that the city accelerate the commencement of critical supporting infrastructure, notably the post‑port road linking Berths 3 to 6 and the Tan Vu – Lach Huyen 2 Bridge. He further urged expeditious action by the Ministry of Construction to advance the planned expansion of the Lach Huyen channel and the construction of a turning basin in front of Berths 5 and 6 to ensure safe navigation for 200,000 DWT vessels. The Group also requested assistance in securing suitable land for the development of residential facilities dedicated to experts, managerial staff and workers serving the port and the Cat Hai special economic zone.

Beyond these immediate priorities, Hateco Group expressed interest in exploring additional strategic projects, including Tien Lang Airport Industrial Park (Zone A) and several other industrial developments within Hai Phong’s southern economic corridor, as well as Binh Giang Industrial Parks 2 and 4, Tu Ky Industrial Park 1, Hung Dao Industrial Park, and prospective inland waterway ports and logistics hubs such as the Ninh Giang facility on the Luoc River.

Representatives from the Economic Zone Authority, the Project Management Unit for Transport and Agricultural Construction, and the Departments of Finance, Construction and Maritime Administration offered clarifications and outlined implementation pathways. It was announced that construction of the post‑port road connecting Berths 3 to 6 is scheduled to commence in August, with the project owner committing to compress timelines for early commissioning. Regarding the channel expansion and turning basin, the city has already coordinated with the Ministry of Construction to submit the project for inclusion in the 2026–2030 medium‑term public investment plan, pending approval by the National Assembly at its forthcoming session.

Recognizing the strategic urgency of these developments, the city pledged to expedite all necessary procedures immediately upon approval and to mobilize relevant stakeholders for swift execution. For the proposed residential facilities, potential sites within the Cat Hai area have been introduced for the enterprise’s review, enabling Hateco Group to finalize investment decisions in accordance with regulatory frameworks. The city also reaffirmed its commitment to accompany and facilitate the Group in studying and implementing future projects of regional and national significance. 

After conducting a direct inspection of HHIT’s operations and hearing reports from relevant departments, Chairman Le Ngoc Chau expressed his deep appreciation for the project’s impressive scale, rapid execution and advanced operational capacity. Despite having only recently commenced operations, HHIT has successfully welcomed some of the largest container vessels ever to dock at Vietnamese ports, underscoring Hai Phong’s ascending role within the global supply chain and affirming its potential as a critical driver of international trade and socio‑economic growth for the region.

Concluding the session, the Chairman called upon Hateco Group and HHIT to work in close coordination with the municipal government and relevant agencies to harmonize reporting procedures and expedite proposals to central ministries for transport and maritime infrastructure development. He also urged the Group to promptly designate representatives to liaise with the Department of Construction and the Economic Zone Authority in refining plans and timelines for forthcoming investment initiatives. 

For the residential project, the Chairman requested Hateco Group to swiftly finalize site selection and submit for municipal approval. As part of Hai Phong’s preparations for the National Achievement Exhibition commemorating the 80th anniversary of Vietnam’s National Day on September 2, 2025, Chairman Le Ngoc Chau encouraged Hateco Group to present signature products and exemplary models at the city’s exhibition area titled “Hai Phong – Trust and Aspiration to Rise with the Nation,” showcasing the city’s vision and determination to advance in concert with the country’s development aspirations.
