HANOI PEOPLE’S COMMITTEE OFFICIALLY APPROVES GIANG BIEN INLAND WATERWAY PORT PROJECT IN VIET HUNG WARD
HANOI – On January 28, 2026, the Hanoi People’s Committee issued Decision No. 416/QD-UBND, formally approving the investment policy and selecting the developers for the Giang Bien Inland Waterway Port Construction Project. With a total investment exceeding VND 2,500 billion, the project is poised to become a strategic logistics hub in the Viet Hung Ward area.
Aligned with the Capital’s vision for transport infrastructure and logistics development, the City has entrusted a consortium of developers to execute the project, comprising: Hateco Group JSC, Hateco Logistics JSC, and Inland Waterway Port Construction Investment JSC.
Scale and Operational Capacity
The Giang Bien Inland Waterway Port will be situated in Viet Hung Ward, Hanoi, spanning a proposed total land area of approximately 238,727 m². This includes a water surface area of 112,310 m² dedicated to berthing zones, turning basins, and fairway connections.
Key technical specifications include:
- Berth Infrastructure: A 600-meter berth designed to accommodate vessels with a deadweight tonnage (DWT) of up to 3,000 tons.
- Throughput Capacity: Target operational capacity is projected to reach 1.0 million tons per annum by 2030.
- Financial Structure: The total investment capital stands at VND 2,551.8 billion, with equity contributions from developers accounting for 15.2% and mobilized capital representing 84.8%.
Implementation Roadmap and Strategic Objectives
The project will be deployed in two phases to ensure systematic development:
- Phase 1 (approx. 12.3 ha): Scheduled for 21 months, from Q2/2026 to Q4/2027, concluding with final inspection and commissioning.
- Phase 2 (approx. 11.6 ha): Scheduled to commence from Q2/2028 and conclude by Q4/2029.
The project’s primary objective is to meet the surging cargo transport demands of neighboring industrial zones and clusters. By establishing a direct link to the Lach Huyen International Seaports (Hai Phong), the port will significantly optimize logistics costs, alleviate pressure on the road network, and effectively utilize the riverside land bank.
Regulatory Oversight and State Management
To ensure strict compliance with legal frameworks and master planning, Decision No. 416/QD-UBND mandates specific responsibilities for the Viet Hung Ward People’s Committee:
- Planning Integration: Incorporate the project into the annual local land-use plan for submission to competent authorities.
- Strict Supervision: Exercise administrative state management and monitor all construction activities. Construction shall only commence once the developers have fulfilled all legal and procedural requirements.
- Land-Use Compliance: Monitor land usage to ensure it adheres strictly to the approved purposes, preventing any unauthorized commercial or service activities on project land.
- Inter-agency Coordination: Collaborate with the Department of Agriculture and Rural Development to verify land status (particularly concerning paddy land) and finalize land-related procedures.
Once operational, the Giang Bien Inland Waterway Port is expected to catalyze a socio-economic transformation in Viet Hung Ward, generating employment opportunities and fostering synchronized infrastructure development for the region.
