HATECO SIGNS MOU TO ADVANCE DONG HOI PORT AND LOGISTICS COMPLEX IN NGHE AN
NGHE AN, VIETNAM — On July 31, 2026, within the framework of the Conference announcing the adjusted Nghe An Provincial Master Plan (2021–2030, vision to 2050) and launching the 2026 Investment Promotion Programme, Hateco Group officially signed a Memorandum of Understanding (MOU) with the Management Board of the Southeast Nghe An Economic Zone. The landmark agreement establishes a framework for comprehensive surveys and feasibility studies regarding the Dong Hoi Port Project and its integrated logistics and maritime support complex, located in the Southeast Nghe An Economic Zone (Tan Mai Ward, Nghe An Province).
The conference convened Mr. Le Tien Chau, Member of the Party Central Committee and Deputy Prime Minister, alongside leadership from central ministries and agencies, Nghe An provincial authorities, and executive representatives from domestic and international business communities and investment funds.
At the event, Nghe An Province promulgated Decision No. 2856/QD-UBND dated June 28, 2026, approving the adjustment to the Nghe An Provincial Master Plan for the 2021–2030 period, with a vision to 2050. Under the revised Master Plan, Nghe An aims to establish itself as the key growth hub of the North Central region by 2030 with a robust marine economy, targeting to become a high-income province featuring modern infrastructure and international competitiveness by 2050.
As Nghe An accelerates investment attraction under its updated planning framework, Hateco Group’s MOU signing to survey the Dong Hoi Port and logistics complex reaffirms the Group’s strategic vision to expand investments in deep-water seaport and logistics infrastructure. The initiative marks a continuation of Hateco’s track record in executing large-scale, modern, and highly connected infrastructure assets. Furthermore, the agreement underscores the Group’s long-term commitment to accompanying Nghe An Province in unlocking its marine economic potential, developing an advanced logistics ecosystem, bolstering regional competitiveness, and driving the mission to position Nghe An as the economic engine of the North Central Coast.
Mr. Tran Quoc Bao, Deputy General Director of Hateco Group, officially represented the enterprise during the MOU exchange ceremony.
In his keynote address, Deputy Prime Minister Le Tien Chau commended Nghe An Province for its proactive approach, as well as the support of ministries, agencies, experts and the business community throughout the planning process and the organisation of the conference. He described the event as an important milestone that opens up new development space, introduces fresh thinking and creates new drivers for Nghe An to realise its development aspirations.
The Deputy Prime Minister emphasised that the Government expects not only higher growth, but also a qualitative transformation in the province’s development model. He called on corporations, investment funds, businesses, and domestic and international partners to choose Nghe An as a strategic investment destination, jointly create new value and contribute to the country’s development.

“The true measure of investment promotion is not the total amount of registered capital, but the capital actually disbursed, project implementation progress, land-use efficiency, technological capability and the ability to generate positive spillover effects across the local economy.”
In response to the Deputy Prime Minister’s directions, Secretary of the Nghe An Provincial Party Committee Nguyen Khac Than affirmed: “The province will translate these orientations into concrete actions throughout the implementation of the provincial planning and investment attraction process. We request the Provincial People’s Committee, departments, agencies and local authorities to effectively implement the Provincial Planning Implementation Plan.”
The Provincial Party Secretary urged authorities at all levels and across all sectors to promptly complete zoning plans and prepare cleared land, infrastructure, human resources and other necessary conditions to facilitate the early implementation of projects.
He also expressed his hope that the business community would continue to accompany the province, proactively mobilise resources, implement projects on schedule and become “ambassadors” for Nghe An’s investment environment.

At the event, the Nghe An Provincial People’s Committee presented investment policy approval decisions, investment registration certificates and memoranda of understanding to 25 projects with total registered capital exceeding VND 110 trillion, equivalent to more than USD 4.2 billion.
